nothing worked
Boot your computer into safe mode with networking and use Steam there. If you can download fine that way, then start with this list...

Usually or very often, it is your antivirus program not properly configured for Steam or just a bad one in general, according to the list.
Yes, even if you use this software before for a long time without issues. Pay that no attention. Just troubleshoot the problem in a step-by-step manner.
- install ptfbpro or similar macro recorder
- record a macro that clicks on the error dialog's "Ok" button and then clicks on the game's "Play" button
Keep this macro looping until the game is completely downloaded.
What is your antivirus program ? Do you have any other anti-intrusion software such as antispyware on your PC also ?
Check this list carefully.

EDIT...
How can you know that ? I don't see where you have posted asking for help about this before.

Been there, done that.
First rule of discussion boards: search before posting.
There are a number of threads dedicated to this catch-all error. The typical suggestions are to disable incompatible software (none on the list), hardlining the PC (not going to pull wires across 2 floors), rebooting PC (done), disabling firewall (done), disabling anti-virus (done), checking for disk errors (done), deleting all or part of the Steamapps folder (done). For some people these suggestions work, for some they work temporarily, and for others they don't work at all.
For me the problem is intermittent- I have not had Steam download problems for 5 weeks, but today the "corrupted downloads" are back without any major configuration changes.
Hence the workaround I suggest above which took about 1/10th the time compared to going through all the so-called fixes.
I don't see where you have tried to use safe mode with networking to troubleshoot your Steam client and downloads that way.
If you have only searched but not asked for help, then you have not done all you can do there. If you want to explore actually fixing that issue that you have, I suggest that you please make a new thread about it and my profile is open for comments.
You can leave the link to it on my profile and I promise you that I will try to help you, as well as others in the community that wish to post and give advice.
What you do is up to you. It CAN be fixed. I have NEVER in 8 years from XP to Windows 7 had a download corrupt error. Yes I know that does not necessarily mean anything, but I will be glad to help you if you wish.
