This is the way it has always been on Steam and why developers can offer such deep discounts on their bundles.
You are not being charged extra either. You are still saving more by buying the bundle.
There was an option recently added for the developer to removed the costs of already owned games in their bundles, but it is up to them to do so.
This isn't a support issue as it is working as intended.
You are free to feel how ever you want on the matter, but calling it an extra charge isn't true, since you are not pay any more for the bundle then anyone else and (as I said above) if it is less then what it would cost to buy just what you are missing, then it is till a good deal.

This is not tax being added by Steam. This is the bundle auto adding Magicka 1 to the list that the bundle shouldn't be adding in the first place. So yes it is charging me extra for something I already own. Magicka 1 should not be included in the bundle because I ALREADY OWN IT! -.-
The bundle is not detecting that I own Magicka 1 when it's added to the cart. Meaning it's adding it to the bundle and charging me for it anyways. This means that the bundle detection that is in place not only by the publisher, but within Steam it self is not working as intended. So yes it is a support issue.
Have you tried restarting the Steam Client?
ExiledAlchemist could be paying more than what the bundle would have cost if they had paid less than the difference for Magicka. It has been in a bundle (how I purchased my copy), and it may have been for $1.
Unfortunately, I don't think you have any good options, ExhiledChemist. You can't gift it to yourself. You can't buy it and open a support ticket because the 2-hour refund limit goes out the window when it's DLC added onto a game so a refund is not an option. The only thing I think you can do is buy it, open a support ticket explaining the situation and send them your pictures and perhaps a link to this thread. :/
I find it most bizarre the publisher disabled gifting on the bundle altogether though.
I see if there is anyone I can let know about it, but support won't be able to do anything before the sale is over and I can't seem to reproduce the issue.
As for the illinois state tax that is irrelevant to my issue because the price I'm seeing is taking place before that screen even shows up. If the price was what was shown on the store page then I would have been able to cover it with the tax. However do to the added price of Magicka 1 I cannot afford the bundle.
As it stands I'll just have to pass on the bundle and hope that when it goes on sale again this issue is resolved by then.
I did see Steam is advertising the entire bundle at $25.82 (72% discount) when logged out on the store page and $22.61 (71% discount) when logged in. I'm pretty sure the issue is either with a wrong total calculated by a (possibly incorrect) sum average or the fact that the base Magicka game is getting put in at the end but probably not calculated into the bundle listing's unique user page (though the difference in price I was getting between bundle listing and checkout page did not make up the difference of the price of Magicka).

I think something just got screwed up on the Steam end.
It is too much for it to be your taxes.
Either way, I posted to let someone know about it. That is about all I can do.
However it shouldn't be included in the first place because again I already own Magicka. I shouldn't be seeing Magika listed as part of the bundle on the cart page. All the other DLCs that I already own for Magicka aren't showing on the cart page so Magicka it self shouldn't be showing as well.
On the store page the amount is still right (it also shows the games I own correctly), but when I add the bundle to my shopping cart and enter the cart, Magicka 1 (the main game) is suddenly falsely added to the amount (even though I already own it).
Not everybody is affected by this bug, my guess would be that there’s an error with recognizing my license/subscription, I got subID 7238 (Magicka Retail CD-Key).
By the way, this indeed seems to happen more often with the new bundle system (where you only have to pay for games you don’t own yet). A similar error happened to me not too long ago with the Resident Evil Bundle (only in this case the Resident Evil 5 Gold Edition was falsely added even if you owned it), but luckily the devs would fix this problem in time after some people complained in the forum. Read the thread if you don’t believe me. The bundle wouldn’t recognize separate game and DLC licenses, Devs said the culprit was a ghost app in one of the packages that they had to remove, and after that the bundle worked.

So what ever the issue is it looks like it's with the bundle detection not working as intended.
