Do you have any issues downloading any other Steam games or using Steam at all for any other reason ?
Be sure to try several and not just one. Try one very far away from you also. Try many before you give up on that helping the problem.
Using a router for this download ? Bypass it and use ethernet only and see if that helps also...

Change the power saving options there.
It changes the location where your Steam tries to get the game files. Sometimes, the region where you normally try to get game downloads may be having high traffic or down for some reason.
For example, when a new game gets released, many are downloading that game so the region may be having high traffic.
I have seen cases where a user tried many and did finally try one way out in Africa. Then and only then was he able to get a connection.
Not that Africa is the only one that works, but just giving an example here. Try it.
Now if the problem fixed itself and the region change just made it appear to be the solution at the same time, I cannot say.
There may be other issues going on there that we can try to help you with. The main things I usually suggest is to use safe mode with networking and not use a router. Those two things right there can often help troubleshoot where the problem is.
Sometimes, it can be your modem also. I would maybe consider resetting it with the reset button (if you have that) and not just power cycling it off and on again.
What is your operating system there and have you checked for driver updates recently from the manufacturer's website only and not just use Windows update ?
May I ask please, why when you reply, are you only addressing some of what I am asking or mentioning in my previous post ?

I already coverd that above in a previous post, as you can see. I said, and the support page that was linked says, to bypass the router and use ethernet only.
I can only assume that you never even clicked on that and/or read it.
Well, please read AND do all that is there as a suggestion that can maybe help you, AFTER you bypass the router and run an ethernet cable from your computer to your modem and DO NOT even jump through the router. Eliminate the router as a possibility.
