Just in case you don't know where I'm talking about, you need to click on steam in the top left corner, then go to settings, and from there you click on the downloads section and the option to clear the download cache is at the bottom of there. Good luck!
You need to try more regions, possibly. Always try several to many, and try one FAR away from you also and not just alos close. Try several far away from you.

And you are SURE there is plenty of free space on the drive and it is not fragmented in the case of an HDD and not an SSD then try this also...
