There's a whole list of programs that can interfer with Steam... read it and see if there are any you run. If you post which programs on that list you use here, someone may be able to tell you a work around to keep using the interferring program.. but.. also allow Steam to save your creditionals.
In the past, we have seen many users have an issue with logging into their accounts, due to not remembering the password and login information. This can happen due to the fact that the information always stays typed in and you are not entering it each time, which in turn allows you to over time, forget that information unless wrote down somewhere of course.
So I suggest you manually enter the information each time. Another possibliity is if another person ever gets use of your computer. All they would have to do is get into Windows and there is your Steam account all ready to log in and totally hijack or manipulate any way they want, so it is a really bad security practice to get into. You can set up CCleaner to ignore certain files and folders, therefore making special exceptions for CCleaner to ignore them and not delete them. Or, uninstall CCleaner and restart your computer and don't use CCleaner anymore.
here what I do :
1. I download revo uninstaller free portable

2. I uninstall the steam with it with an advanced setting
! It also delete all my steam game and saved game !
3. Reinstall the Steam
and it fixed it...
or at least it worked for me...

You should not need a third party program to uninstall Steam anyway. You shold be able to just use Windows for that.
