There is quite alot of info on that support page. For example, you should not at this point have any software from the list, as you said "nothing works"....

Boot your computer into safe mode with networking and use an ethernet cable directly to your modem only while troubleshooting this. That is if you are currently using a router.

As of specs i have a old pc and i was young when i had
it so i have no clue whats in it but here is what i know:
Intel pentium dual core 2.60ghz
4 gb Ram

What exactly does this mean, please ? If you actually mean you have a router but it is far away, that can be a problem. If you mean you don't use a router and are currently connected with ethernet only directly to the modem and are bypassing the router, then please say so.
If you mean you don't have a router at all, then please say so. Proper communication here is key so we can understand clearly. Thanks.
Are you now booted into safe mode with networking enabled or not, please ? You can continue to post here while in that safe mode with networking boot. AGAIN, note I said WITH networking and not just safe mode.
And again, that is after you are hooked up with ethernet only.
