Report a translation problem
There was a recent high load in the forums of users posting that error message.."Content Servers Unreachable", and Vipre was the cause.

Post also if that OS is 32 or 64 bit.
Are you using a router at all or any extenders or any wireless connection whatsoever ?
I see in your OP you have changed the OS at least twice so please post the model and model number of that computer. If it is custom built, post the exact motherboard.

When you reinstalled W7, you got the drivers from there, right? I see a NIC (LAN) driver there as "newest" but there are no dates in that view.
Also, while troubleshooting this, you should bypass all wireless connectivity and run ethernet directly to your modem. Totally eliminate the router from the network. See this...

In your OP you said you have made many changes, such as download regions and whatnot. Put all those settings back to their normal defaults. Place Steam back in a totally vanilla state so we can start over cleanly.
EDIT..There appears to be other models similar to yours. Make sure I have linked the right one. Your number maybe was incomplete.

You should never trust other programs to download your drivers for you. Download them yourself and install them yourself from the official source, in this case, Samsung.
If I were you, I would check out that WLAN driver download on Samsung and update, it if needed, now.
If you cannot bypass the router and eliminate wireless connectivity in order to troubleshoot, we will be skipping a big step that is often the cause of connectivity issues.
Now, if you have placed Steam back in a totally vanilla default state as I suggested, do this...
Boot your computer into safe mode with networking enabled. Note I said WITH networking here and NOT just safe mode.
Try to log in and use Steam in that boot. See if you notice any changes at all. You can stay in safe mode with networking and come back here to post.

Gonna need to confirm the driver status, especially since you have changed the OS back at least twice and only used a third party program to download the drivers. They are a question mark as of now.
