Always post if your OS is 32 or 64 bit with giving that OS.
What is your antivirus program ?
Your original GPU may have been disabled.
1. Click the Windows icon from your taskbar
2. Search "device manager"
3. Look under "devices" and make sure your original GPU is enabled (whatever it may be, AMD or NVIDIA); not disabled.
NOTE: If your secondary GPU is showing up (ex: Intel ****HD) your original GPU is disabled.
This is a common troubleshoot for random performance drops.
I typed in "device manager" and the only option is was the Device Manager control tab. I clicked on it and got this. https://postimg.org/image/6jvnib585/ I couldn't find any "devices" option.
If it's blatantly obvious then sorry 'bout that, not all too tech savy but I'm learning.
That being said.
This information would be very helpful.
And you have not posted your computer specs so we don't know if you have a dedicated GPU or not so if that would even matter in your case.
Please, post what was asked for.

Model of computer is HP Pavilion 500 PC series (these two may be switched)
OS Build is 10586.545
antivirus program is AVG
AVG is in bold and with a green symbol on the list...

And users have reported even newer issues that conflict with Steam from that antivirus program.
Well, according to HP, the architecture of your OS is not important, from my search.
If I have the correct computer, THIS is where you should have gone to download and install all of the most recent drivers for your computer.

Is that the exact computer that you have ? You will need the Intel GPU driver and NOT the AMD or Nvidia one. I see many new drivers there, so I suggest that you update all of them where updates are available.

However, this may be a waste of time until you get the drivers updated and fully addressed. Did you understand my last post and see the info that was given ?
Here is my suggestion to you...
You have a hardware and OS issue, as in you don't have your drivers installed or updated fully, according to your screenshot and what you have posted.
That is not a Steam issue. Therefore, I suggest getting your drivers and OS problems fully fixed and done properly, and for that I suggest the hardware and OS forum here.

You can post there and give the link to this thread as a referrence but give your model and model number in the title post. Give them the link to HP that I have given to save them time and hassle locating the driver page, if my link above is correct. (check it, please)
After that, you can come here to address your Steam issues, such as AVG conflicting with Steam, as well as other software that you may have installed that we have not even covered yet, if that applies.

Drivers are more important, as without them, you cannot solve any issues that you have now without having further errors or crashes or problems.
