Jokes aside, download speeds are fine for me in the Netherlands, from the Netherlands server. Your problem could be at any step between the steam server and your home.
As for Windows 10, did you do an update? If you did, a clean install may help alleviate a lot of the issues.
Is that Spybot Search and Destroy ? If it is, that is on the problematic software list also and I have personally seen it cause issues before.

Oh Wow. Right. It seems to be okay for now but I'll keep in in mind. I got rid of the IOBIT Advanced tune up Software package. That might have been giving me some problems.

I was about to personally go round and blow a raspberry at Bill gates himself but I've put that on hold for now. :P I'm really chuffed to be able to now blow them at Orcs and their ilk ;D
