Content Servers Unreachable

OK so I have been dealing with this problem for four hours. I have tried numerous solutions people say have worked but none have worked for me. I then stupidly decided to delete all my steam files but saved my steam apps, even though some say your supposed to save the steam.exe too. So I deleted everything then reinstalled steam. I did not delete my games although even though I reinstalled steam I cannot access them because even though there installed it says content servers unreachable. This problem all started when I was trying to update Payday 2. I never got a straight answer from any of the forum posts I read. So please I beg of you help me cause this is just maddening. Please excuse my atrocious grammar. If you need any more info on what I have done I would be happy to provide you with it.

I have the exact same problem for i think about 2 weeks now, i tried so much things.
I did also make a discussion about it on the forums but i cant seem to find it, DELETED?!! i dont know.

Hello, I have a problem.

Since july the 8th of 2016 i was gonna update a game called ''Heroes and Generals''
At the download screen of steam it shows the green disk line, but no network diagram.
when i started the update it did say after about 10 seconds ''An error occurred while installing Heroes and Generals Steam Content Servers Unreachable''

When i tried updating Team Fortress 2 it did show the same message.

I did already try a lot of things to solve this problem, this is what i did

1. Change the download location.
2. Delete all steam files, even the game files so i lost all my games.
3. Change proxy settings in google chrome.
4. Turn my computer back to a week ago.
5. Try downloading with the firewall turned off.
6. Check if steam was blocked in my anti virus.

On my laptop (not the computer with the problem) it all works fine, I can play games and download games.

Any help would be very helpful!

I just want to play my game again :(

Are you sure your firewall is fully allowing Steam through ?

Do you have any programs from this list linked below ?

Yes I do have Vipre. I tried messing with the Firewall this morning, I think I fully allowed steam although im not sure.

I dont see the list

Im not sure. I have a ethernet cable plugged into my router from my computer
