Well the dumb alert isn't just a dumb alert. If you don't handle it you are typically blocked from further purchases (especially if they decide you not doing anything about it means that yeah they were fraudulent charges after all and escalate to a fraudulent transaction lock on your account) so while your current games are safe (even with fraud they don't remove anything you actually have paid for) you'd better not want to buy any new Games/DLC/etc on this account if you don't resolve this.
This is partly prepaid cards are a little silly to use with Steam payment information is proof of ownership if you go around using prepaid cards (that you then discard) you are throwing away ownership information of your account plus typically don't have access to things like the credit card statements that you'd need to get Valve to unlock your account in a situation like this.
Look into the card find out if you can set it up properly (with your details and everything and get access to the transaction records) you really should sort this out.
Frankly it's a terrible idea to think the a pre-paid card is more secure (it's not if it's setup properly, and if it's not setup properly it can lead to issues where you lose access to what you paid for in the first place due to not being able to prove you paid for it).
A licence is PERMANENTLY activated against your account. That's how it works.
As it stands currently, you have tripped some sort of security feature. It does NOT and CANNOT mean you lose what you've already bought. And it does not mean you'll have buying frozen for the future.
As it's a third party card, this is quite likely to have security stuff like this. In which case, wait a few days.
Edit: also it was the first time he deposited with that card, after he deposited a few times he also got market banned for around 2 weeks. What do you guys think?
