At this point, since you have a few suspects there, this is what I suggest.
Follow carefully the suggestions on this support page. Read it all very carefully, please.
Boot back into normal Windows and follow this page below...

You are going to have to re-enabe programs in batches or one at a time to find the one or ones that cause this.
You are very close to fixing this, so just keep going and do this step-by-step using a methodical manner. Once you narrow down the list of suspecs, uninstall one program if you think it is the one or one of them, reboot, and try to run Steam again.
Be very careful about what you uninstall. Some processes and programs are important and are not related to the problem. If you are not sure, ask or Google it before you uninstall it. We don't want to make unfortunate mistakes at this point. Thanks.
Did you reboot after uninstalling any software ?
The guide covers "disabling" programs from launch, not uninstalling them until you think you know which one or ones cause this. It seems that you skipped some steps here...
You went right past the disabling and went straight to uinstalling the programs that I listed above.
Use the linked page and disable EVERYTHING not Microsoft related. The box you check, as described in that guide will hide all Microsoft processes. Then you disable the rest.
Then you reboot, and try to use Steam again. That is what you need to do now if you have not done so yet, please.

Is that EXACTLY what you did ?
We are trying to see if Steam will work in a normal boot with them disabled, so yes, you need to be in a regular boot of Windows to do that.
Go to the Steam folder, and right click on the Steam.exe file and run it directly from there and NOT from any shortcut you have at all. DO NOT run as administrator. Just try to run it normally from the .exe file and describe what you see happen when you do.
Please, feel free to give details here. More than one sentence would be greatly appreciated. Describe what you "SEE" happening exactly.
