What is your antivirus program ?

As the good TombRaiser pointed out, your antivirus program is on the list. So what steps did you take according to that first paragraph over the AV programs on that list...the paragraph he or she quoted above ?
There are 3 steps.
Also, do you have any other programs from that list ? Check it carefully, please.
Are you using a router ?
And bypass the router and use ethernet only while troubleshooting this. See this support page...

You did not answer my question above the one about the router.
Why are you threatening someone who is trying to help you? Why would they care if you uninstalled Steam?
Please do this if you wish to continue here. We can help you get this fixed, but you just have to follow our suggestions, please.
Post screenshots of ALL of your installed programs on that computer. Use imgur.com if you wish and post the links here. Be sure we can see ALL of the programs that you have installed on that computer, because with all due respect, you still never answered my question above but from you last reply here, I personally would rather see them myself. Thanks.

McAfee (again, no wonder with two antivirus programs on the same computer, as you can't do that without conflicts)
Oh my ...Norton Online Backup...THAT is one problem for sure. You don't even have Norton AV so why have that anyway ?
And of course, Skype.

It is the same list that was posted above for you already, so why or how you missed these programs I don't understand.
The worst thing is that you have 2 antivirus programs and remnants of a third (Norton). Telling you right now that Norton Online Back up is a problem for sure. As I said, you don't even have Norton anyway so get rid of that cancer ASAP.
