So we are getting somewhere it seems then.
You have uninstalled uTorrent as of now and rebooted since you uninstalled that, is that correct ?
Looking at your screenshot again...
Next one that I would have to consider would be that TVersity stuff, the codec pac and the other application.
Then what is that AviSynth program for ?
Again, pay no attention if you never had any issues with these before or if they run or not. Just keep an open mind and troubleshoot this. I see this all the time. You are making progress, but you just need to find the conflicting software that affects Steam in a normal boot.
I suggest that you uninstall those, or one at a time, then reboot into normal Windows and test Steam again there.
Rinse and repeat until you find the problematic software that is causing it.
problem still persists, its not loading anything and has been on this screen for 10 mins now

We are nowhere near reverting to a previous OS here yet...
You said you have all the drivers from Gigabyte fully updated, right ?
Did you reboot after uninstalling all of that software ?
In that new shot, is it frozen or is it just missing the lists and text ?

i did restart after uninstalling most software.
that shot i showed you, everything within the browser is frozen, except the spinning loading symbol on the top right. i can still select my library and other tabs.
when it freezes, it usually halts on the last image i had on the browser, and nothing within the browser can be clicked, with the exception of the top tabs and the back buttons.
following the steps on the link has made it more responsive, and not freeze. Most notably removing the htmlcache seems to work.
however, if i reboot, it will go back to freezing.
We need to be troubleshooting this by using the Steam game client only, please. Maybe that is what you meant, but I need to make sure. Thanks.
Interesting...how the html removal seemed to help but not after you rebooted.
Are you connected by a router there ?
This is a home network you are on, right ?

sorry if its confusing, but i am under the assumption that steam has an intergrated broswer built into it, when i am searching through the community pages and store pages, it is not unlike using my other browser chrome, i can see the site address it is trying to contact and load. example http://steamcommunity.com/app/35140/
i can see that address when loading batman community page
perhaps everytime i encounter this problem, i need to delete the htmlcache? it would be a minor nuisance compared to reverting operrating systems.
Bypass the router and use ethernet only from now on while troubleshooting this.

It could be related to the html issue. Bypass the router and then remove the html again EXACTLYas you did before.
Again, be sure you are using the Steam client and NOT a browser for this, please.
Try to stay with this as you are getting there...you can do this.
ok, i only have a powerline but will connect this and leave wifi off.

had a look at my start up options and saw vyper VPN in there. i used this to get the content rich american netflix, rather than my my horrible local one. Strange how it wasnt in my install files?
i removed it and reboot and all seems to be working as it should.
im going to go ahead and assume it was routing my traffic to america and timing out?
