Report a translation problem
You would need the .acf for COD4 and the game folder for COD4. The .acf file is in the steamapps folder though. So repeat this for that folder.
Be careful doing this, as you can restore the whole folder by mistake instead of just taking this one game folder for COD4 out of that restore point, along with the .acf file from the steamapps folder also.
If there are no restore points or files for COD4, then sorry but I have no other suggestion.
You have to click on several tabs and selections in your Steam library to get to the "delete local game content" selection, so how you did that by mistake, is a bit difficult to understand really. Just saying....

I don't think there is anything else you can do really. Sorry about that, and that is why you should use the properties method. That way, you have a couple of steps before you actually delete the files and can catch yourself when making a mistake.
EDIT..not a bad idea for a suggestion on how to improve Steam really. Good idea here. To get rid of that selection in that drop menu.
