1. Plug the receiver in
2. Turn on the gamepad
3. Press the connect buttons for 3 or so seconds on both the receiver and the controller
This is literally the only way. The play and charge kit doesn't transmit any data over the cable. If you want to play via cable, buy a non-wireless 360 controller.
The Play&Charge Kit only connects to the rechargeable battery in the controller, not the controller itself.
You must have a wireless receiver if you want to use a wireless 360 controller on your PC.

The wireless receiver you're complaining about is the most needed thing to connect pad to PC.
