Bypass a router if you use one. Use ethernet only. That is the first step to troubleshoot connectivity issues after the region change attempts. Put the region back to your default location then use ethernet only and try to change regions again, maybe.

I suggested for you to bypass the router. Click the link given and read about that, please. Eliminate the router from the equation and use ethernet only.
This can happen when a new game is released, or when an update to a game is released. Everyone is trying to download at the same time, and the bandwidth gets saturated.
Just an example, as I cannot know that is the case for sure. Usually, when you have the issue with just one game and can download others fine, and the conditions above do not apply also, changing regions can help.
I have seen cases where the user tried every single region but finally, on the last one he tried, that was it and he was able to download just fine. According to him, that is. Thanks.
