If so, you must have the .acf file for GTA 5 in your steamapps folder. If you don't, then Steam cannot "see" your game as installed.
The .acf number is the same as the number on the store page URL for GTA 5. Where is the .acf file ?
It should be 271590

But again, where are the old .acf files or where is the old steamapps folder ? I assume that you did not back that up ?
The entire steamapps folder is the key. If you don't have the .acf for GTA 5, I can only suggest one thing, unless you have formatted your drives to install a new OS, for example.
Right click the steamapps folder, then go to properties and then select the tab "previous versions". If you have a previous version of that folder from a restore point, you "may" be able to restore the .acf files from a restore point that way. That would restore the entire steamapps folder from that previous version.
Otherwise, all I can suggest is that you have to download that game and any games you don't have the .acf file for all over again.

Do you now have a the GTA5 game folder inside the common folder, which is inside the steamapps folder ? Yes, this would also be good to know about if you can confirm, please.
Steam/steamapps/common/Grand Theft Auto 5 (or GTA5 as I don't have that game so don't know the exact way the path appears in Windows)
Again, you need the .acf files that are normally located in that steamapps folder. If you don't have them, and you cannot restore a previous version of the steamapps folder using Windows and the method that I described above, then I can only suggest redownloading the game(s) all over again.
Again, the .acf file is the file that makes Steam "see" your games are installed. If you don't have them, Steam "sees" the games as uninstalled.
