Stream from capture card

Is it possible to stream from an avermedia capture card (or any capture card) onto steam?
For example capturing my PS4 on the capture card then streaming it through steam?

You can run a program that show it as a non-Steam game, and then broadcast that i think

Does anyone have an idea how to do this because I would like to be able to capture my PS4 on my capture card then run it through steam, then use steam streaming feature to broadcast my laptop to any computer
