It's not quite correct. Isle of Man is not part of the UK. It's independent country. It has own currency, own government, own flag, own laws. You can refer to Wikipedia if you want to find out more.
But from the other hand, you are right. The valve does not regulate country flags. It's what third party companies do.
Therefore, there's nothing else to do but just wait till their database will be updated properly and we will get a proper Isle of Man flag.
P.S. The issue with the flag is so absurdly because even Microsoft has proper option to select isle of Man when you installing Windows 10. Although the majority of websites doesn't even has the Isle of Man as a country, the only United Kingdom or Great Britain.
For example, Texas is not strictly a state in the same way as other states in the United States, as it has certain reservations to piss off and go it alone. And yet for all intents and purposes it will be treated as such.
The thing is, all that matters is how it's treated for the purposes here.
