Declined gift.

I gifted the game to the wrong person and that person declined it, by this i assume that it should return to my inventory, how long does it usually take for it to appear in my inventory?

They stopped returning to your inventory in May 2017 and auto refund now. Same goes for a game gift sent and not accepted within 30 days.

But once they sent gift back to me it literally stated "This gift will be returned to *blank's* inventory. That's what they said to me.

Was it a gift that was already in your inventory before you gifted it?

No i gifted the game through a steam store directly by purchasing it "As gift" and sent it right away.

Then, the message was wrong. It gets auto refunded and not sent to the inventory.

Only gifts you have in your inventory will return to your inventory if declined. Game gifts sent directly from a Store purchase are auto refunded when declined.

You should see that in your purchase history...

Is there a way to purchase the game (if i already have it registered on my account) and keep it in my inventory, so then i can re-send it to a certain friend?

No, but you can set the gift to be delivered on a certain date in the future (e.g. on your friend's birthday).

There are very few cases, where games can still be stored in the inventory. These are with packs, that contain multiple copies of the same game (usually one for you plus three to four for friends). Otherwise as stated by all the others already, it's no longer possible with new gifts. What you see in inventories of others are mostly leftovers from before.

You can buy a key elsewhere and store that to give to your friend.

Personally, Ive got pages of unused keys on Humble. Copy key, paste in chat, "game, enjoy".
