Report a translation problem
not sure what its about but you sounds skilled enough to look at it with above solutions you did try.
---just a copy tekst from other post that seem same as you have------
no clue what all this is about but , here is what i did to locate it.
goto steam game libs but then take tool and its Redistributables applyed tool
then use propertise on it, then browse local files you should end up this place
?:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist
you can try validate it from there, see if this trigger a solutions, or
rename _CommonRedist.old and reboot steam see if that make it diffrent then validate it
or try make a reset all steam issue with steam and setting and download
then clear download cache ( do have login and pw rdy and be online )
see if that can trigger a master validation on all inclient settings and verification of it content.
this has in many case always fix all whatever problem steam has in my case.
there is the last wipe all except game install folder and reactivate steam.exe to get ride of all leftover files. but that was old way to solve it before this solution was made.
later in that day tried to reinstall steam and fixed my problem then played games normally.
when i return from work steam did the same thing. reinstalled this time it did not work.
steam is still trying to update that package....
EDIT: Steam://flushconfig worked this time....

Some seem to be saying they have the same or a similar issue, so maybe they also found a solution and you can do the same by following along.
