Second part : Bios settings are default I think I've said this a few times now.
Third part : OS is updated and I don't see how a update would fix this issue since it's been happening for 8 to 10 months now.
Forth part : steam is actually crashing and there isn't anything in event viewer when it does. When I say crash tho it honestly more like if I were to go into task mngr and close it.
And if yes, have you considered manually downloading each and every one of them from ASUS only, and then manually installing them ?
I honestly do not think I can be of much help. Your PC issues there are too many, considering what you have said previously about all those other problems you have. Also, considering the very unusual hard drive configuration you have.
As long as you don't have some sort of strange hardware problem with the board, which I highly doubt, I still think what I said previously is your best bet, and would save you much time and hassle.
I know you have said you do not want to do this, but I even cannot remember ever hearing or seeing anyone make claims of literally hitting their power button and then doing other things while waiting for the PC to boot up, as that takes minutes as well as programs opening and loading applications, as you described before.
It is still my opinion that all that is very, very unusual and something is very, very wrong. I can only suspect so far it can be that strange and slow hard drive configuration you have that is a partial suspect to all that. That's why I said to reinstall and use the SSD only, for now.
