if your credit card company is declining your information, then the information they have and what steam is telling them do not match. it has nothing to do with your steam wallet being reduced to zero.
Use the correct billing address tied to your Visa and not some random address in another tax location.
I had already used my own billing address previously and my information had still not worked however:

I had purchased Final Fantasy 13, which can to a total of $19CAD and the purchase was successful, so I am curious as to why it had not worked with Final fantasy 9 which had the exact cost my wallet and card had combined
Either it flagged that as a potential fraudulent transaction or there are fees involved that couldn't be paid if the full amount on the card was used.
If wanted in future if happen gotten another pre paid credit card, load Steam wallet directly, if there custom amount need, check this guide out, you need to do this via a broswer, not client.

Reason why I suggest a normal credit card, is if you have a bank account, you can pay off your credit card on the spot all online, it's what I do, and never own anything, just be aware rates these days are high around 20%, so ensure don't leave things unpaid, normally what I do is pay it off after I buy stuff. Another way is checking bank if they allow credit card addon, I know Scotiabank, and TD bank has credit card addons, so if you get it this way you can just pay directly with your bank with addon support of visa, or master card, not worrying able having to pay another card off, as funds are pulled from bank account directly.
Also I would recommend wait for games go on sale, for most of final fantasy games they go off like 50% ~ 75% off, so could have gotten FF9 for like $14 or something.
You can try key sites if you want, I see there keys on gray market selling for $13 basically.
