Steam wont let me purchase my game althought I have the exact amount of money needed after tax
I am trying to purchase final fantasy 9 which is $23.99CAD

I bought an online visa card with $25.86CAD on it, and my current steam wallet balence is $1.25CAD without the visa card

the game with ontario taxes (HST 13%) is a total of $27.11CAD

with both my visa gift card of $25.86CAD and my current wallet balence of $1.25
I should have EXACTLY $27.11 in total to purchase the game.

however when I click "purchase" I get an error message saying:

"Your purchase has not been completed. Your credit card information has been declined by your credit card company.

Note that in some cases, your credit card company may put a 'hold' on funds in your account, but you will not be charged. After correcting any errors in the information displayed below, please try your purchase again."

the only suspect I have as to why this may be happening is that steam will not let you purchase a product that will leave you with exactly zero dollars. However I am pretty sure that is unlikely and theres gotta be another issue.

Also I have tried setting my billing address to a residence in Nunavut as well to reduce the taxes and it has still gives me Ontario HST 13% tax, in case anybody was wondering as a solution.

make sure you billing address is YOUR real address. setting to another area to avoid or reduce how much you pay in taxes is grounds for the account to be LOCKED/TERMINATED for violating the SSA ( you remember that really wordy thing you had to click "I accept" or "I agree" when you made your steam account and have to accept every so often when steam makes changes to it?)

if your credit card company is declining your information, then the information they have and what steam is telling them do not match. it has nothing to do with your steam wallet being reduced to zero.

That would suggest to me your card provider declined the original transaction because it matched exactly what was on the card.

Either it flagged that as a potential fraudulent transaction or there are fees involved that couldn't be paid if the full amount on the card was used.
I would suggest get normal credit card, instead of playing with pre-paid credit cards, for all you know it might be incorrect what reported on their end by penny, I rarely get this issue, and had to ask them what going on, and often support for credit gift cards are pretty bad, or beat around the bush.

If wanted in future if happen gotten another pre paid credit card, load Steam wallet directly, if there custom amount need, check this guide out, you need to do this via a broswer, not client.

Reason why I suggest a normal credit card, is if you have a bank account, you can pay off your credit card on the spot all online, it's what I do, and never own anything, just be aware rates these days are high around 20%, so ensure don't leave things unpaid, normally what I do is pay it off after I buy stuff. Another way is checking bank if they allow credit card addon, I know Scotiabank, and TD bank has credit card addons, so if you get it this way you can just pay directly with your bank with addon support of visa, or master card, not worrying able having to pay another card off, as funds are pulled from bank account directly.

Also I would recommend wait for games go on sale, for most of final fantasy games they go off like 50% ~ 75% off, so could have gotten FF9 for like $14 or something.

You can try key sites if you want, I see there keys on gray market selling for $13 basically.
