Check for gift purchases as well.
Kesac has it right. If someone has your credit card information, then they could buy games/items on Steam and it wouldn't show in your account history.
This isn't due to Steam but your CC information being taken, either from spyware/malware/virues, the CC information being entered into an unsecured site or someone getting a hold of the CC and copying the information from it. None of this is directly Steam related, with the thief only using the CC on Steam.
