please first of all try to fix your caps..

Second of all try these:
1 - Go to http://get.adobe.com/flashplayer/otherversions/
2 - Select Windows 7 / Vista / 2008 / 2003 ( or whatever it is your system )
3 - Select " Flash Player for Other Browsers " <-- Make sure you choose "Other Browsers"
4 - Untick any bloatware that shows up ( McAfee, Chrome, etc )
5 - Download & Install
6 - Restart Steam

If that fails try to refresh steam files:

Steam should use it's own flash plugin (like Chrome browser does) if it can't make video player html5 friendly... It's very stupid that such a big program (I can even call it a platform) is required some other steps from user to work correctly (display videos).

Over all i am not sure 100% what is going on with it, my guess is on a update it some how "Lost" the player.. so a user needs to reinstall that or refresh the Library to fix it
And as its some what easy to fix i cant see them doing it
Also its not something every one got, i my self did not get that to start with
