Have you tried using the XB1 controller wired?
Yes I have the dongle. I haven't tried it wired yet because I bought it entirely for the fact that it was wireless. If I can't get it to work in every steam game that supports gamepads, I'll return it.
It is a MicroUSB-to-USB cable, so it is fairly common.

Also, yes the Xbox wireless adapter and Xbone Wireless Controller show up in control panel

Anyways so did it work via usb cable with batteries and wireless adapter removed?
That was a typo, meant to just say "micro USB". And it did not work plugged in via USB with the adapter unplugged.
Do a manual "Check for Updates" via Windows Updates.
Windows is up to date and I'm pretty sure the drivers are installed. However, when I go into hardware devices in the control panel, it shows the Xbone Wireless Controller but it says it's not connected even though the controller is connected to the wireless adapter.
Then with the controller power on and connected, check JOY.CPL
If it's not showing in there, something is wrong.
Reconnected the wireless controller to the adapter and it's still not showing up in JOY.CPL.
This starting to get super frustrating.
My brother for example has some USB ports that the Xbox One controller won't work with (not the controller's fault, just the ports), meanwhile it's detected as it should in other ports.
