The first step in troubleshooting connectivity issues with Steam is to bypass that router and all wireless connectivity and use ethernet (wired) only directly from the computer to the modem.

After you have done that, boot your computer into safe mode with networking. It MUST be with networking enabled in the boot options menu.
Then, all that is really left to consider are drivers, modem, NIC(LAN) device itself, and then finally, ISP. Those two steps eliminate many of the common issues when troubleshooting connectivity, and yes, even if you can use the internet normally otherwise.
