Why isn't Valve a fan of VPNs? Do they hate privacy?
That being said, it sounds like you are either not accepting cookies, or the cookies are being deleted.
VPNs aren't explicitly banned. They do however say that using one to bypass the restrictions can result in a locked account.
My main point is they support them or want you using them so if you have conflicts then you're out of luck.
That's too bad. I expect VPNs are going to be extremely common as time goes on.

Ah! I've adjusted my VPN to be in the same country in which I reside which has solved the problem. Thanks!
