Even did fresh installs of 1607 and got same problems with steam and beta version too
I have a friend under home 10 and don't have this issue .
gonna try some tests with home version but damned windows updates ....
clear steam browser cache - this button clear\reset this:
C:\Users\%your windows login%\AppData\Local\Steam
clear downloading cache - this button clear\reset this:
%steam root folder%\appcache - here steam store bd, steam client bd, library visual elements content, your achievments&stats
%steam root folder%\config - client and profile settings, local avatar cache, part of authorisation
you need login in steam again
%steam root folder%\depotcache - download cache (service files) broken files preven dl&update
%steam root folder%\steamapps\downloading\ - download cache - empty folders& files with same names as files& folders in games prevent dl&upgrade
%steam root folder%\userdata\ - Steam Cloud cache, all settings, Workshop subscription, screenshots

disabling DirectWrite in client preferences or in registry:

re-install drivers and thrid party components
if you have problem with connection, check your network settings, firewall, router
in W flush dnscache: in cmd.exe, run as Administrator
ipconfig /flushdns
check security settings, for some users change AES encryption to TKIP-AES solve problem

ok let me check points for info on how I made steam work again flawlessly :)
I sure have made mistakes before success now .
My system specs :
core i5 2400 Mhz - asus P8P67 - nvidia GTX 660 - Windows x64 pro - creative XFI ( old one lol )
Steps :
1)Do a fresh install with Windows 1607 anniversary iso from a USB or DVD support
2) install update to the last one ( 14393.187 )
3) install before any other software STEAM .
4) I download one of my game to test ( Xcom enemy within )
5) after the game and steam install , steam should ask for install
Microsoft visual C++ 2010 x86 redistributable 10.0.40219 to get also direct X installed
6) ++++++++++++++
Don't know if it is important but at Windows install , I let it log with MS account ( not local as previous install ) and steam runs as service automatically
I let these settings ON ( maybe on future I try to disable steam service to log auto )
Check it in your software list installed via config panel ( uninstall tab )
At that moment I only have installed
- Nvidia drivers automatically at retarst after fresh Windows 1607
- Steam
- Microsoft visual C++ 2010
I have direct draw enable via steam settings ( defaut one ) and Xbox DVD R disabled by defaut
Eveything WORKS great and my game launch without any issue

pb is IMO , some software or some visual libraries installed which crash steam so although you have to install all your regular software I have no other solution
This way for those who are interrested to be able to play further games in future you won't be stuck with any version Under 14393 ....
( ie Gears of war 4 , recore via the MS store )
as last word , this 1607 is not necessary IMO but for gamers who want to play in future there is no way but upgrade :( .

I don't see anywhere in your posts where you installed the motherboard drivers from ASUS only after all those Windows OS reinstallations.

- Microsoft visual C++ 2010 + .Net (that already embedded in Windows) - it's minimal system requirements for Steam client, and most new device drivers, and games

Let me give final workaround to make my setup fully working under last build 1607 ( 14393.222 updated on 29th September ! )
Finally Given one show the way and I had red some other posts on forums
1) update your 1511 version to 1607
2) uninstall steam but make a backup or copy the sub folder of your games ( steamapps\common ) elsewhere so you won't need to download them again and steam will discover local files when you put them back at that original place or whatever you install your games )
3) once you run 1607 , check devices manager ( right clic on start button )
IMPORTANT +++++++++++++
go to " AHCI - SATA - IDE controller
Windows installed a generic standard driver so DISABLE IT and install your motherboard driver intel rapid storage ( I found the last for my asus board P8P67 as for win 8.1 x64 bits but it works good! as the latest one for win 10 on intel site were unable to install on my rig )

Eveyrthing works well now , no more freezes ! and I can still use my samsung SSD 840 pro for game storage as under 1511 without any issues :)
Many users reported anniversary update screwed the AHCI so the main problem when freezing comes from there and your HDD-SSD assuming you run AHCI in BIOS
