even deleted the antivirus, still not wirking
Do this, please...
Boot your computer into safe mode with networking. It MUST be with networking enabled. Try to launch Steam in that safe boot and see if you notice improvement.
Come back here to post the results of this, please. You can stay in safe mode with networking and post here.
Please post screenshots of ALL of your installed programs from control panel and programs and features. Be sure we can see them ALL, please.

I suggest that you fully uninstall those listed above, clarify the ones I cannot read, and then restart your computer back into normal Windows ONLY afterwards, please.

I've uninstalled all of the above apps, restarted my pc, and still no luck
does it help to say that steam worked fine before with these apps installed?
also I just realised that non steam games, such as Dragon Age, or Diablo are not responding on startup, could that be related?
I thought it's corrupt disk or file issue but all other apps start fine except for games
You still have a software conflict. You have to find it and remove the process or program causing it, restart your computer, and test Steam again.....over and over if needed.
Do this...
Restart your computer into normal Windows. Allow it plenty of time to fully boot up and let all processes load and be running.
Go to Windows Start and click it and type msconfig and run that and then go to the services tab and "hide all Microsoft services". Post screenshots of ALL that is left, please.

Any updater or manager should be looked at closely and removed or disabled if you are not sure. Just be careful what you disable there, but manager and updaters run in the background almost always and can be a problem possibly.

Also, try this in a normal boot of Windows...
For Windows Vista and 7:
1) Go to Start -> All Programs -> Accessories
2) Right-click on Command Prompt and click Run as administrator.
3) Type "netsh winsock reset" (without the quotes).
4) Press Enter, close out of the command prompt and restart your computer.
tried the first steps in "Disabling Background Applications" and it doesn't work

followed the "Disabling Background Applications" page
disabled "SteelSeries Engine 3" in the startup tab of msconfig
everything seems to work fine now
going to uninstall the "SteelSeries Engine" app and reboot to see if that's the problem
