Steam Not Responsive During Update
During the steam update the window just cuts out and steam is not responding at all anymore.
I've tried re-downloading steam and the same issue happens.
Restarting pc, still the same.
I go to task manager and the steam process is running, but steam application will not start.
When I end the process and try it again, the client is back to updating and after a while it cuts out again and no response from the .exe file whatsoever.
I've also disabled my anti-virus and fire wall, along with all of the background apps, but that doesn't help either.
Also tried the delete everything in the steam folder except for steam.exe thing to let the client re-download, still nothing.

What is the antivirus program you have ? Steam is almost never the issue, so reinstalling Steam is not the correct course of action.

What is your operating system ?

Is that operating system 32 or 64 bit ?
avast, and my OS is Win7 64bit
even deleted the antivirus, still not wirking

You mean you uninstalled the antivirus and then you restarted your computer afterwards before testing Steam ?

Do this, please...

Boot your computer into safe mode with networking. It MUST be with networking enabled. Try to launch Steam in that safe boot and see if you notice improvement.

Come back here to post the results of this, please. You can stay in safe mode with networking and post here.

So you seem to have a conflict in normal boot of Windows.

Please post screenshots of ALL of your installed programs from control panel and programs and features. Be sure we can see them ALL, please.

And others that I cannot even read, as they are in some sort of Asian text. Please clarify those.

I suggest that you fully uninstall those listed above, clarify the ones I cannot read, and then restart your computer back into normal Windows ONLY afterwards, please.

one of the apps in chinese is a music player, the other is a chinese input, and also a japanese input, and a cloud client

I've uninstalled all of the above apps, restarted my pc, and still no luck
does it help to say that steam worked fine before with these apps installed?

also I just realised that non steam games, such as Dragon Age, or Diablo are not responding on startup, could that be related?
I thought it's corrupt disk or file issue but all other apps start fine except for games
Avast may have quarantined the .exe for those games you mentioned before you uninstalled Avast. That is easy to fix, by simply verifying the game cache for those games AFTER we get all the conflicts worked out so one thing at a time, please.

You still have a software conflict. You have to find it and remove the process or program causing it, restart your computer, and test Steam again.....over and over if needed.

Do this...

Restart your computer into normal Windows. Allow it plenty of time to fully boot up and let all processes load and be running.

Go to Windows Start and click it and type msconfig and run that and then go to the services tab and "hide all Microsoft services". Post screenshots of ALL that is left, please.
What is that Baidu Utility for ?

Sogou Update ?

Any updater or manager should be looked at closely and removed or disabled if you are not sure. Just be careful what you disable there, but manager and updaters run in the background almost always and can be a problem possibly.
baidu utility is related to the cloud client
sougou update is the chinese input
but by the looks of it both of them are stopped, so what do I do here?

Try this....I don't really like to suggest this page, as I prefer totally uninstalled to 'disabled' but this can sometimes help...

Also, try this in a normal boot of Windows...

For Windows Vista and 7:
1) Go to Start -> All Programs -> Accessories
2) Right-click on Command Prompt and click Run as administrator.
3) Type "netsh winsock reset" (without the quotes).
4) Press Enter, close out of the command prompt and restart your computer.

*status update*
followed the "Disabling Background Applications" page
disabled "SteelSeries Engine 3" in the startup tab of msconfig
everything seems to work fine now
going to uninstall the "SteelSeries Engine" app and reboot to see if that's the problem
