Newly Authorized Device
If you are logging onto Steam from a device that has not been Steam Guarded for 7 days you will not be able to trade or use the Community Market from this device for 7 days. Any other devices that have already been authorized for 7 days will still be able to trade and use the Community Market.
Actions such as clearing your web browser cookies, using a new web browser, reinstalling Steam, and reformatting your computer will trigger this restriction.
If you have had a Steam Guard Mobile Authenticator on your account for at least 7 days, there will be no trading or Market restrictions for using new devices/computers.
EDIT..At least not that I am aware. I logged into my account once without use for 2 years. Email verification and I was done. Because I was using a "new device" at that time that was not recognized by Steam.
If the device is seen as a new device, that has not been authorized by you previously to use with your Steam account, then that device is seen as "new". Once it is authorized, that should last until you deauthorize it or change it in some way.
For example, changing hard drives in a computer should make that computer be seen as a new device, if you try to log into your account after you change that hard drive.
I am not aware of any instance where the device should be seen as new because you have not logged into your account in a long time, unless you change that device somehow.
