HELP!!! BATMAN:ARKHAM CITY CD-ROM to STEAM

hello,
I bought arkham city a while back and I think its an older version or whatever..
it still uses windows live, and since I can't get it to work, I can never save the game!
I know some with some games you can just put a cd key and use it on steam.. but i also tried that and couldn't do it for some reason.
Any ideas?

Is it a steam product?
If so did you click 'activate a product on steam'?
If not did you click 'Add a non steam game to my library'?

I tried both... it still doesn't let me save!

just tried it, it doesn't log in... it freezes and doens't let me log in...
