You maybe could have linked that information to your other thread or mentioned that here, due to that possibly helping those replying to your thread here.
Do you have Steam and all games listed in BitDefender as real-time scan exceptions ?
So what about my questions above, please ? When you reply, please reply to everything so we can try not to take up much of your time and get this fixed for you hopefully, working together, and therefore you will be playing much sooner thanks.
Also, have you checked the drive for errors yet ? Do all the steps for disk error checking, as that needs to be done first, please.

Post the exact model and model number of that computer. If it is custom built, then post the exact motherboard that you have.
Steam is not the problem here almost surely, so uninstalling and reinstalling Steam is not going to fix anything. The problem is with the computer so we need to fix that so Steam does not give you this error.
So as far as checking the drive for errors, did you do that correctly ? For example.....
"In the dialog that appears, check "Automatically fix file system errors" and "Scan for and attempt recovery of bad sectors."
How did you uninstall the game when you did that ? Did you use the "delete local content" feature from the properties menu of the game in your Steam library by right clicking on it and selecting that method to uninstall it ?
