You must have had Steam Guard enabled for at least 15 days before you can participate in a trade.
How long am I going to wait for this? Its been 15 days and I cant still trade I also have the mobile autheticator enabled last 15 days

If items are going to be received in that trade, both parties must meet the restrictions. And the mobile authenticator must be enabled for 7 full days, not 15.

The exception is if you have been friends with the other party for over a year. Then the trade hold is one day.

Its says I can use the market 9/2/2016, 7:33:24 AM so does this mean I will be able to trade also in this specific time 9/2/2016, 7:33:24 AM ?

Using the market and having trade holds are two seperate things.

If you have had the mobile authenticator enabled for 7 full, uninterrupted days, and the other party you are trying to trade with has also, then you should not have trade holds at all.

If not having Steam Guard enabled on your Steam account was the original cause of you not being able to use the market, then yes, you should be able to trade on that date and that time, if that time is exactly 15 days from the time you disabled Steam Guard then enabled Steam Guard.

You never told us the specifics of why you originally got the 15 day restriction in the first place, so I cannot answer more exactly without knowing that info.

Sorry, so I went to Steam Help to reset my mobile phone number because the one I used was disabled by my network provider and I cant use it anymore that's why I want to change it to the number I am using now and they said this

so I re-enabled my mobile authenticator Fri, Aug 19 2016 12:10 AM and I thought it would just be 7 days but it seems it would take 15 days and still now I cant trade

See, all that information should have been in your opening post.

So concerning that device (phone), yes, the restriction is 7 days. Once those 7 days has passed since you re-enabled the authenticator, there are no more restrictions for using Steam on new devices/computers.

Are you sure you did not disable it during that time at all ?

Just so we are clear here, you are saying you cannot trade or you cannot use the market at all ?

What is the exact message that you get when you try to use the market ? Don't post short versions of it. Post the entire message if you go to the Steam Market and try to use it. Thanks.

It says here that

So do I need to wait for 9/2/2016, 7:33:24 AM for me to use market and for me to trade as what the market says?
