It may not be directly related to this error, but worth mentioning/checking, please.
If your talking about graphics drivers, audio drivers, LAN drivers, then yes I got them from the manufacturers website.

Didn't help. Still issue.
Boot your computer into safe mode with networking. It MUST be with networking enabled in the boot options menu.
Try to launch Steam by right clicking the Steam.exe file and do NOT use any existing shortcuts to do it. See if you can log into your account using the client in that safe boot and you are still getting the error.
If you are, my first suggestion would be to move Steam out of any program files folders/UAC protected folders. Normally, UAC may not mess with Steam, but we have seen several issues with Windows 10 updates lately and Steam, so if you have Steam installed under UAC, my suggestion would be to move it to see if that resolves this.
I always install Steam in a folder all by itself, NOT inside any UAC protected folders.
EXAMPLE C:\Steam and NOT C:\programfiles\Steam (or other UAC protected folder/path)

As long as you don't mess up your steamapps folder somehow doing this, you will not lose your downloaded games on Steam.
I restart in Save mode with network. Open Steam, same issue. Check the event log, same issue:
Failed to add firewall exception for DriveforSteam:\Steam\bin\steamwebhelper.exe
I have all UAC disabled. So the second suggestion doesnt apply.
Took drastic measures. Uninstall Steam. CCleaner RegClean. Reinstalled steam in a different directory C:/Games/Steam.
Same issue.
Close steam. Kill running Steam process.
Try to run C:\Games\Steam\bin\SteamService.exe" /repair
Same issue.

Maybe I should reinstall Windows F$@&'ing 10 ??
Save your steamapps folder and uninstall Steam from current location.

Clean Registry (CCleaner) but make sure CCleaner monitoring mode is disabled in CCleaner settings. CCleaner can possibly conflict with Steam because of that and therefore why it is on this list, probably. See this...

Now, restart your computer into safe mode with networking. Then download a fresh copy of the Steam installer.

Run that but THIS time, run it as administrator and just in case, only install it in a folder all by iteslf outside of any UAC protection, even if you have UAC disabled. This should therefore, remove all doubt as if UAC will ever mess with Steam.
Install Steam in safe mode with networking, by doing so as administrator. Stay in that safe boot and lauch Steam this time for the first time and see if you notice any improvements.
I used process hacker to kill my steamapps.I terminate tree under steam.then apply the steam repair and this Error: Failed to add firewall exception for C:\Games\Steam\bin\steamwebhelper.exe didn't appear.it successfully repaired my steam.
Tried the following.
-uninstalled steam
-ran ccleaner (monitoring off)
-restart in safe mode
-redownload steam (in safe mode)
-install steam with admin rights (in safe mode)
-open steam (in safe mode)
SAME ISSUE

Added Inbound & Outbound rules in Windows Firewall for steamwebhelper.exe in both locations.
Same issue.
