Why would someone be able to get into your Steam account on another computer, if that is what you are talking about in your title post ?
EDIT..But looking at this account you are posting with, it does not appear that you have activated it yet so if that is the case, it is curious as why you have not, unless your account is compromised, and they deleted it from your library, then you can still get it back on your account by way of using support.
But the first thing that you need to be concerned with is the compromise, if that is what is going on there.
how would i go about redownloading it then because it was once on here and has been played..sorry if i sound stupid not very savvy with this stuff
And you will definitely not get any satisfaction out of Valve for it, as you not only didn't purchase it from them, but it was legitemitely activated on a different account (they wont transfer betwen accounts)

But you need to be more concerned with how your account got compromised and how someone else got into it. Family sharing would not cause this. Someone with access to the account would have had to remove the game themselves.
