If so, you need to be absoluely sure you have all device drivers fully up to date from that ASUS site only, and not by using Windows update to do it, please.
Download them and manually install them, if needed. Please expand each and every listing for a device driver and be sure it is your exact device by comparing the manufacturer in device manager from Windows.
Can you check your steamapps/downloading folder to see if there are Garry's Mod files in there ?
Also, see if your steamapps/common/Garry's Mod game folder has any files, if there is a folder by that name there now, of course.

Fully exit Steam.
Go to that downloading folder and open it. Grab all the files from it and drop them in a safe place on your desktop for now. Just make a dummy folder and drop them in there, temporarily, moving them out of the downloading folder.
Then, go to Garry's Mod in your Steam library after launching Steam again, and see if you can verify the game files that you said are in the game folder for it. If you could post the size of that Garry's Mod game folder inside the common folder, that would help to get an idea of what may be going on.
You originally said you had this problem with multiple games. Try this if that fails, being sure Steam is fully closed, please, when you do.

2) Right-click on Command Prompt and click Run as administrator.
3) Type "netsh winsock reset" (without the quotes).
4) Press Enter, close out of the command prompt and restart your computer.
GarrysMod folder in steamapps common is 323MB big, I validated the files, all files validated. You're saying I should do netsh winsock reset if what fails? Should I resume the download?
You also said before that this was with just about any Steam game you try to download and install, and you were only using Garry's Mod here to troubleshoot it with because it is a small game.
So it maybe would be helpful to know if ALL Steam games still give that error or ONLY Garry's Mod does now. I suggest you try with a different game now, please, also.
The netsh winsock reset was in addition to what I asked about you verifying the game files. Do that also, please. Do this...exactly as outlined here. It must be in these exact, specific steps and method.

That one can also be a problem, possibly. Take that into account. It still really seems as if something is blocking the moving of the files from the downloading folder to the game folder.
Try this next after the screenshots, please, and I will do further research here meanwhile...

Go to the Steam folder. Find the Steam.exe application. Right click it and run it directly from that .exe as an administrator.
Try to download again. Excuse me if this was already done, but please try it again now if you will.

I completely shut down Steam, double checked, then I went to my steam folder and runned Steam.exe as administrator, started the download and nothing changed, it still brings up the error.
THERE is a BIG problem...ManyDownloader. (covered also again later in this post)
That is apparently a Torrent program. Torrent clients are a problem, and covered in the list you have been provided previously.

You don't really need that ASUS Product Registration Program running. Make sure it does not run when your computer boots up. It probably does.
What is that HiPatch program for ?
I still see CCleaner there. You need to be sure monitoring mode is disabled for that for sure.
Why are you using that Free Driver Scout program ? Don't use software to search for and update device drivers, unless it is official software from the manufacture of the hardware (motherboard).
Untrusted sources for drivers should never be used, as you may get a bad driver or worse. I suggest you uninstall that.
Gamer's First LIVE ? What is that about ? Does it also run when your computer boots up ?
Not liking seeing Cheat Engine there either. Surely you don't need that, at least for now.
That Microsoft SkyDrive program looks very suspicious, and apparently is outdated, unless I am mistaken.
