Pamela RME 2.0 ? What is that for, as it sounds like something that could possibly block the files from being moved from th downloading folder to the game folder. Or apparently, something is blocking the files from being written to that folder or your drive otherwise.
I would suggest you start looking deeply at any program or process, even if that program does not run on start of your computer.
ManyDownloader sounds like it is similar to a Torrent client. You said you don't even use it or have seen it download anything. Get rid of it then and erase it from the list of possibilities.
You have to keep in mind that programs may have child processes, that are part of that parent program, and even if that parent program is not started or it is disabled, that may not prevent the launch or running of those child processes.
In other words, just because the program is disabled or not running, don't dismiss it as a possibility.

I will try to keep looking and post if I find anything more difinitive in your case here. It is unusual after all the troubleshooting we have done.
I have an ssd with 100gb of free space that have less than an year of life; so there were enough free space and not any kind of errors.
During my search for solve this, i try to check my antivirus if it can be a problem: i use bitdefender, when arma 3 try to update the battleeye's executables, bitdefender put them into quartantine (ROFL) and block steam during his process to download and install that update. I excluded both files from quarantine and arma 3 update goes fine. :-]
Before uninstalling games and formatting hard drives, try this if can solve your problems;]

I'm using windows 10 x64.
Have you tried deleting the entire contents of the downloading folder after exiting Steam, and then logging back in and trying to download it all over again ?

Okay so I had this problem and I had tried everything that was listed on here. The only thing that worked for me was to run CMD as administrator and type step 3 from above & restart my computer. I feel as though had I seen that first I would have saved myself a couple hours of frustration.
