The reason is that Steam verifies ownership of the license that way.
After that the game will be playable in Steam offline mode without problems.
I tried it just now and there is no problem. I have been careful as to how I exit the game and it seems to make no difference.
All games can work differently, as others have said. Steam's PLATFORM for being online or offline is different to the game itself.
Thats because Thrones of Britannia uses DENUVO.
From the store page:
DENUVO regularly connects to its servers every few days to recheck your ownership, if it cant connect because you are in Offline mode it wont let you play the game.
Just another of the many reasons DENUVO is so "beloved" by users.

The point is that with something like Denuvo there's nothing you can do about it.
