the price for paying with wallet or external mode is the same
You need to use an alternative payment method such as a card or a payment service like PayPal for example for any gifting in the future.
You can still use your wallet funds to buy games and other items for yourself.
There were loads of people using region hopping to buy games cheaply from one region and sell them to people (friends) in other regions, making money.
Valve cut that out some months ago by making it that you need a recognised payment method registered in the same counrty as you live.
On top of this, anyone that seemed to be trading or dishing out a lot of games to friends were also restricted from doing that, as they implemented some checks to stop people doing that, as it looks much the same as region hoppers.
So in short, rules changed.
