Can't complete a gift purchase with wallet funds
On April, I had the same exact problem, whenever I was trying to gift a csgo prime to a friend of mine I got an error while trying to finish the order, I contacted the support and the updated my account and I was able to buy the gift for my friend. Now we are in August and I was trying to buy Hunt:Showdown for a friend and myself and I couldn't get it done with the same problem that I was having with CSGO, so I decided that contacting support would solve this, and this was the response I got:
"Hi,

Thanks for getting in touch. I looked at your account, and I do see that you have a general gift purchasing restriction.

You can still purchase gifts and send them to any of your friends if you use a payment method directly to purchase the gift, instead of your Wallet funds. You are free to use your Wallet funds toward making purchases for your own account.

Steam Support is unable to remove this restriction.

As this is all the information we can provide about this gift purchase restriction, also, any future ticket regarding to same issue will be close without any response.

Since there's not much more that I can say or do to be of help with this particular issue, I am going to close this help request.

If you have questions on an unrelated issue, please create a new help request and we will be happy to help you.

How could it be that I got the exact same problem solved back in April but nowadays they "can't do anything" and any ticket opened on that regard will be closed without even looking, it's so annoying... For making it worse, when I was going to buy the game I sold an item in order to have enough money for both orders, so I've lost money on the item and can't even enjoy the game with my friend...

Policies change over time. Back in April they were being more forgiving. Now they are not. You can still send your friend a gift. You just can't do it with wallet funds.

What's the point of paying a higher price including taxes when I have enough funds in my wallet?

Usually the gift restriction for csgo gets put on if you have gifted before to someone and they get vac banned / game banned

Not my case, first ever csgo I gifted was the one in April, and as I said that restriction got lifted

If you received the same message from Support, then you can’t use wallet funds to gift games.

You need to use an alternative payment method such as a card or a payment service like PayPal for example for any gifting in the future.

You can still use your wallet funds to buy games and other items for yourself.

There's a few reasons and it's mostly abuse why these things changed.

There were loads of people using region hopping to buy games cheaply from one region and sell them to people (friends) in other regions, making money.

Valve cut that out some months ago by making it that you need a recognised payment method registered in the same counrty as you live.

On top of this, anyone that seemed to be trading or dishing out a lot of games to friends were also restricted from doing that, as they implemented some checks to stop people doing that, as it looks much the same as region hoppers.

So in short, rules changed.

Shouldn't it be illegal anyway? They hold our money that we put into the wallet, but doesn't let us spend on products the way we want? What right do they have to restrict our money? Like you deposit money into a bank account but they don't let us withdraw, transfer, or spend it in any other ways but the one way they allowed us?

Who are you? Does it hurt your company in any way that people want to gift games to friends in the same region?

Steam is not a bank. Your wallet funds are store credit and they can certainly dictate what you can and cannot use them on.
