Does recommended system requirements mean 1080p and 60fps?
Does the recommended CPU and GPU imply that's what is required for 1080p and 60fps? I'm guessing minimum requirements means 30fps

There's no set standard, and even with similar hardware your actual mileage can vary greatly. Your best bet is to check benchmarks and look up footage of the game running on your GPU to get an idea. If after all that you find the game still doesn't perform satisfactorily, there's always a refund, just make sure you are under 2 weeks and 2 hours of play time.

Usually it means exactly what it says. It's hard to answer your question since you're asking us "does something mean X" without telling us what it says on the store page or what game it even is so we have no hope of looking ourselves.

So, if that's what it says, yes. If it says something different, no.
