Follow the excellent advice posted above and you could see a real improvement.
considering there are multiple methods to do this, and several of them damage the steam installation as well as your library, saying it just like that without providing details on what you did exactly kinda makes me wonder...
If your Steam installation is broken, you'd notice it with disk write errors at least.
"everything has been suggested to me" also similarly vague. idk what consists of everything; i doubt it is everything.
Did you check your network? Did you test if torrent downloading is similar slow (and only direct downloading is fast)? (Steam uses a similar technique to grab files)
Did you see if your PC is occupied with other things that are in the way of downloading with Steam at that time? (maybe it is indeed as you read elsewhere, merging file parts, validating them, decrypting and decompressing them, etc.)
Considering the download drops to 0b/s it is possible, but it can just as well be a bug... one in windows for example.
On what device specifically are you trying to install the game onto? If you don't want to look it up, then we can. If it is connected by USB, it coulld be caused by power saving settings (as to why it slows down). etc.

Honestly I thought you set the answer, because you gave up since nobody seemed to listen to you and take it seriously, so I am surprised you tried that stuff.

There are a number of reasons as to why the download speed drops to 0MB/s. Some of them can be .. seen at least in the content_log.txt file (steam\logs\content_log.txt)
but other than this it is ... wild guess work.
You can probably see disk activity in task manager when the download drops (though, I know some people reported that even that didn't happen)
and then we are left on guessing what it is doing since the client is closed source and kinda vague.
but yeah, I agree that a number of things can be improved. At the very least, external drive support

but if it is, perhaps a vpn helps. (for downloading the file it should be fine. There are pseudo vpns that just change the packets without changing the ip address, which should be completely safe concerning the EULA) Cloudflare WARP for example: https://developers.cloudflare.com/warp-client/get-started/windows/
