Steam download incosistent and slow, I have tried EVERYTHING.
My steam download has always been ♥♥♥♥♥♥♥. I have tried everything. Clearing download cache. Moving my steam install to SSD. Editing registry files, everything that has been suggested to me and it still randomly drops to 0/bs or downloads tops at speeds of 12 mb/s. And the thing is that it's ONLY steam that has this issue. Origin, Epic, browser downloads etc all work flawlessly but for some reason steam struggles to utilize my 30 mb/s (no i do not mean megabits) internet.

Does anybody know how to solve this?

It maybe an idea to reset your dns with a few cmd commands:
netsh ip reset ipconfig /release ipconfig /flushdns ipconfig /renew ipconfig /registerdns netsh winsock reset

Also run the following command:
sfc /scannow
(this last one will fix windows update if it has problems, which ... needs to be finished to max download anyway, but it tends to cause other issues)

You may need to look at the SSD/HDD write speed
(If you put the game on a HDD, be sure to defrag the drive every now and then. It increases speed. With an SSD you can run the same program, hit optimize to trim optimize it)
And also at software, such as an antivirus/firewall, it can slow it down if its norton or mcafee or something rediculous like that

Of course you can increase the speed on the ssd by disabling indexing and superfetch and some other nonsense as well.

Your SSD may have a very low random 4k write speed. This could explain the slowness.
You can test it yourself with crystaldiskmark.

Its also an idea to monitor activity, like through task manager (to see how busy your disk is basically).

I've heard several times that steam dropping to zero is because your SSD or whatever is working on the uncompressed files but I refuse to believe that is the only reason why this multi-billion dollar platform struggles to download 9 gigs whereas every other program on my PC downloads things with no issue.

Notice how it’s working totally fine for most people? If the client had a downloading issue the forum would be flooded in minutes with complaints and they’re not.

Follow the excellent advice posted above and you could see a real improvement.

considering there are multiple methods to do this, and several of them damage the steam installation as well as your library, saying it just like that without providing details on what you did exactly kinda makes me wonder...

If your Steam installation is broken, you'd notice it with disk write errors at least.

"everything has been suggested to me" also similarly vague. idk what consists of everything; i doubt it is everything.

Did you check your network? Did you test if torrent downloading is similar slow (and only direct downloading is fast)? (Steam uses a similar technique to grab files)

Did you see if your PC is occupied with other things that are in the way of downloading with Steam at that time? (maybe it is indeed as you read elsewhere, merging file parts, validating them, decrypting and decompressing them, etc.)

Considering the download drops to 0b/s it is possible, but it can just as well be a bug... one in windows for example.

On what device specifically are you trying to install the game onto? If you don't want to look it up, then we can. If it is connected by USB, it coulld be caused by power saving settings (as to why it slows down). etc.

nevermind this didn't fix it either. steam still dropping my downloads to 0 mb/s every ♥♥♥♥♥♥♥ download

Honestly I thought you set the answer, because you gave up since nobody seemed to listen to you and take it seriously, so I am surprised you tried that stuff.

I made a feedback thread at the steam client beta forum. Maybe the devs look at it and consider making some changes.

but other than this it is ... wild guess work.

You can probably see disk activity in task manager when the download drops (though, I know some people reported that even that didn't happen)
and then we are left on guessing what it is doing since the client is closed source and kinda vague.

but yeah, I agree that a number of things can be improved. At the very least, external drive support
