If you own a game on Steam you need to buy DLC through Steam. Same goes with Origin.
If you own the base game on Steam, then you will need the DLC on Steam as well. You can not redeem an Origin key on Steam.
There is no crossover of DLC from one platform, to another, nor of the base game.
Linking accounts is due to EA requiring the Origin client for their games as a 3rd party DRM. You don't get the game on both services, nor do purchases transfer between the two.
You can't rung the Steam version of the game with out Origin running as well, however, you can run the Origin version with out Steam.
What about the option to activate a "non-Origin game" in the "+Add Game" section of Origin?
You don't need it purchased on both services, but you can only redeem DLC if you own the game on that service, so owning the base game on Steam means you can not get the DLC by redeeming an Origin key. If you want the DLC on Steam, then you need to buy it on Steam or us a Steam Key (if Steam Keys even exist for what you want to purchase).
It isn't "activate a non-origin game" it is "add a non-origin game" and that simply allows you to add a game to the Origin launcher. So if you had a stand along game "GameX" and wanted to add it to the Origin launcher to keep the games in one place, then you could do so. It wouldn't add the game to the account, only to the launcher. Steam also has this option for games not purchased through Steam.
If the game came with a key that has never been redeemed (on any service) and it is a key that works on Origin, then you may be able to redeem it there, then the DLC.
Keep in mind that any DLC you own on Steam would not suddenly start working if you ran the Origin version and Steam would not recognize the DLC that was redeemed on Origin.
That is assuming Origin even allows for the redemption of the key, despite owning the Steam version.
Where ever you read that made you waste your money. That has never been a thing.
But if you buy the game in steam and the dlcs on origin or the other way around is no gonna work/sync cuz these need to be in one of both plataforms to work your EA account will no sync the dlcs with the game if these are in different plataform away from the other
