Report a translation problem
I don't think Steam has ever had any kind of official support for external hard drives, but now that the Steam Deck is out, I would think there is more willingness fix issues like this. You should post this in the Steam Beta Group (but do a search on the group first to see if this issue has already been discussed). Valve employees actually read posts there.
Don't open Steam until you have your external drive mounted and ready.

Go into Library games management, select Steam common..., make it update only on open.
That work for me.
But you can't paly tour games until update scr
I hope steam team fix that its annoying
if you want you can make a backup for Common folder, so when you finish playing on local hard drive and want to connect external drive (update only on open enabled) it will ask for update,
here you can navigate for Common fodler and remove current one, use copy the backup, start you game, it will verify the files and download none.
if you start the game without coping backup folder by mistake and the download started, eject external hard drive, run any local game, reconnect the hard, copy backup, start the other game.
