Steamworks common redistributables keeps redownloading after I connect my external hard

I always get a re-download for SCR whenever I reconnect my external hard after an ejection, as I only have a small SSD on my laptop I downloaded some of my games on an external HDD. but whenever I connect it I have to re-download SCR files which is around 700 Mb, and interesting part is whenever that hard is connected as long as I have not downloaded SCR I can't even play the games which are installed on my laptop. but if I stop the download eject the hard games start playing fine!

What I think is going on is that every time you eject your external hard drive, Steam deletes redistributable files that it thinks are no longer needed, because the games on the external hard drive that required those redistributable files are no longer technically installed. When you reconnect your hard drive, Steam see those games as installed again and starts re-downloading the redistributable files that it deleted earlier, because the games on the external hard drive require them.

I don't think Steam has ever had any kind of official support for external hard drives, but now that the Steam Deck is out, I would think there is more willingness fix issues like this. You should post this in the Steam Beta Group (but do a search on the group first to see if this issue has already been discussed). Valve employees actually read posts there.

Steam auto start at Windows startup, and sometimes external drive accidentally eject and re-inject itself by moving USB cables

Ok guys I found the solution.
Go into Library games management, select Steam common..., make it update only on open.
That work for me.

if you want you can make a backup for Common folder, so when you finish playing on local hard drive and want to connect external drive (update only on open enabled) it will ask for update,

here you can navigate for Common fodler and remove current one, use copy the backup, start you game, it will verify the files and download none.

if you start the game without coping backup folder by mistake and the download started, eject external hard drive, run any local game, reconnect the hard, copy backup, start the other game.
