Single player games, or games that does not require internet connection to play will be able to launch, and play offline.
So what happens when lose power, internet, or whatever, when you launch Steam, and you ensure you have account remember enable for auto login, your Steam account will offer offline mode, select that, and you login in offline mode for your account.
The singleplayer tag returns games like Path of Exile which I know you only play online so that's not quite it.
I will probably need to put together a collection, yeah, though that still requires 1-by-1 personal experimentation, was hoping a way to pre-select them.
I'm afraid you are on your own, curate your library, create a collection of offline games like Dr Shadowds explained. To test a game, just close Steam after install is finished, pul thel plug and see if you can launch it in offline mode.
Look on the bright side - you don't have to do it in one go so you can simply add things as you play them.
These games can be started without being logged into Steam. In some cases, though, features may be restricted or non-functional.
