does Steam allow offline gaming during a power outage where you cannot connect to internet?
Thunderstorm right now making me wonder about this. I know a lot of the seemingly single-player games I get off Google Play are ones I discover at the worst moment are actually in some way network reliant and won't let me play without connecting to some server.

I get why that's an issue if you're competing with other players (to prevent hacking, need serverside data hosting) or maybe even if achievement-collecting is considered serious business for Steam...

I guess what I'm looking for is something (preferably free) to busy myself with if the power goes out. I could get a battery for my PC (or just a laptop, it's built-in there) or maybe even something like a Steam Deck or a Nintendo Switch.

Seems like most free games you get on a Switch tend to be MMOs which would be internet-reliant though (ie can't play offline during a power outage that kills your modem). I know there's a lot of "RPG Maker" type free stuff on Steam which ought to be playable offline though I'm not sure if all of them actually are.

Short of disconnecting my internet to test each one, I'm wondering if there's some criteria in Steam profiles that might help me set apart games like these to set up a "play when the power's out" library.

To your topic, yes.

Single player games, or games that does not require internet connection to play will be able to launch, and play offline.

So what happens when lose power, internet, or whatever, when you launch Steam, and you ensure you have account remember enable for auto login, your Steam account will offer offline mode, select that, and you login in offline mode for your account.

The best choice if want offline games, is making collection, as you can add, or remove games from custom collection in your library.

There is no easy way to determine if a game is playable offline. Best chances are with single player games. But be aware, some of them have online only DRM and other stuff preventing you from playing them. There are no tags to filter them out.

I'm afraid you are on your own, curate your library, create a collection of offline games like Dr Shadowds explained. To test a game, just close Steam after install is finished, pul thel plug and see if you can launch it in offline mode.

Yeah there's no cut and dried easy way to do this, so you are best off making a collection of your own based on your own experimentation.

Look on the bright side - you don't have to do it in one go so you can simply add things as you play them.

right now I'm building a list of the games I've played for since I should prob prioritize those in case I ever lost account access, while free ones could be played on a new account
