And i have the internet cable entering the router and a second cable going out from the router in my pc this might be the problem ?

And if you are troubleshooting download or connectivity issues with Steam, even if you can use the internet normally otherwise, the first step to do so is to bypass all wireless connectivity hardware (routers for example) and use ethernet directly from the modem to the computer.
See this, please. You are not bypassing it, but jumping through it.

Test Your Router
Before trying anything else:
Try bypassing your router by connecting your computer directly to your modem.
If the issue disappears after bypassing your router, please refer to the Using a Router with Steam topic for instructions on configuring your router.
Now that i was going to connect the cable right in my PC i found out that i have Optic fiber cable and i cant connect that to the pc it can only enter in the router so this might be a problem.
Boot your computer into safe mode with networking enabled in the boot options menu. Log into your Steam account there and download something. See if you notice improvement there or any changes at all.
Keep in mind this can also possibly not be a problem, and be related to your downloads region setting, depending on the game or games you try to download. You said in the OP it was every time, so I assume that is not the issue here.
Get into that safe boot and come here to post the results, please. You can post here from safe mode with networking.
Ok so right now im in safe mode with network i tried to download a game [Payday 2] it jumped to 6 MB/s then 15 after that 10 and then to 0 after that went at 2 then 0 again this doesn't look good .And about the driver i changed my Windows a few months back and i always install all the drivers so it must be at the last version because the last update was uploaded on 2012.
And if it helps with anything if i download anything with a torrent it goes to 30-40 mb/s i just tryed and i got 37.
Small update: tried to restart the download it went right to 30 MB/s then 0 so this might do something "good"

So there is that but in this safe boot, that pretty much leave the following possibilites to consider.
Modem
Router (you cannot bypass it to know and eliminate that possibility)
NIC (LAN) device itself
Driver (which you say you have fully updated so maybe not)
ISP
Steam download region or network. This again, depends on your settings and what you tried to download. The region you have selected may be overloaded or experiencing issues right now.
Have you tried more regions in safe mode with networking ? Try many, and try some on the other side of the Earth also. As in very far away from you. You must try several to eliminate that as a possibility here.
Do you have another network (friend, neighbor, public at restaurant for example) that you can connect on and test this with ? This is process of elimination, as I am sure you understand. Thanks.
In the first case, most of the traffic can go from your neighbors, who have already downloaded the same file
and in the second you dl from the nearest server (the nearest in CDN system, not nearest geographically)
it's ONT optical network terminal with wifi - they are known low reliability and problems with wifi - a large percentage of factory defects and problems with the settings that can be changed only by ISP provider support...
Well if it helps i have a friend that told me he got i think 60Mb/s downloading GTA 5 and same region [Romania].How can the torrent "block" steam if i uninstall it it should work good ?
And in safe mode with networing, Torrent clients as well as other possible problematic software is not a factor, as those programs will not automatically run in that boot, as well as child processes that may be hidden from them, that can conflict with Steam in a normal boot of Windows.
Therefore, if you still have download issues in safe mode with networking, this seems to be hardware related, as the good Seven7 touched on.
I can only suggest you try a different network or ethernet only from a friend's house or other location. If you see positive results then, that will almost confirm that it is your modem or router, or both possibly, as then you are not using that router/modem that you have.
ISPs can possibly cause this, but they are usually pretty rare cases from what we see here in the forums. What we do see all the time is routers causing the issue.
So can this be like a config problem on the router , or just the router is broken [And yes they are pretty bad when i got it the optic fiber cable was moving around and disconnect my internet]But the idea is that they offer better internet speed few months back i had like 100Mbps with a normal cable so on steam i download like the same speed as before when i had the old internet.
I will try to dig up that thread post and link it here to see if that can help you.
EDIT..I found it. See if this can maybe help you. It is a bit of a shot in the dark, and may not help you, especially, as said, if this is not being caused by your router/modem.

The moments when the download drops to 0 were only in safe mode in normal mode is just stuck at 10-11MB/s . I just changed my windows [possible bitcoin miner] and i was downloading my games again and now when i was typing i checked the download and right when i opened the steam window i saw 20Mb/s then it goes down so i guess it has its moments and it goes better in the background.And i want to say 3 things to you 1: are you a steam employee 2:I've seen that you play 7 days to die [best survival game ever] and 3:thank you so mutch for all the help so far
