Can new users post on Steam forums without spending $5?

Some say you can but from what I've seen this is not true, I don't know if the rules were recently changed but from what I see if you're on a new account you cannot post on any forum. The buttons "start a new discussion" and the fast reply box are not available and you just get a message that our account is not allowed to post.

So can you post without spending money or not?

Maybe it's a regional thing but this isn't a universal thing, everyone I've talked to said they couldn't post anywhere until they added a steam bought game.

It's not. There are areas in Discussions where limited users can not post though.

You need to have SteamGuard enabled to post

You can be limited and post but you need SteamGuard and you’re limited in the number of posts you can do

If you want to post in a game hub specifically you must own the game if you’re limited

Free to play game forums and the regular Steam forums are where limited accounts can post. All other (payed) game forums are restricted.
