Steam Game Saves
How do I back up my game saves? I have roughly 20 games running on an older PC that I'm about to upgrade. It's not a lot of games, but I don't want to lose all of my saves. It looks like there's an option to "backup" the game, but that looks like the entire game. I just want to back up the saves and redownload the games on the new machine.

It also looks like some games save to Steam's cloud? But how do I know which games do that?

Any help would be appreciated!

Suggest you simply copy the entire Steam folder to a USB drive.
That way you only need to validate the games in the library.
It also includes your screenshots and all other necessary files..
The Steam Cloud saves will stay there
List of your cloud saves.

Also check AppData folders local and local low.
Screenshots and some saves such as Witcher 2 can also be found in My Documents and a folder called My Games..
